    Ministry of Labor and Employment has given clarification about Maternity Leave Incentive Scheme 2019 as there are some misconceptions about this scheme in some parts of the media. The current stage of the proposal is that the Maternity Benefit Scheme has been approved / notified. However, it is still in the process of obtaining the necessary budgetary grants and approval of the competent authority. Some reports suggest that the scheme will be funded with the Labor Welfare Cess as it does not have any such cess under the Ministry.

    The Maternity Benefit Act, 1961 applies only to establishments that employ more than 10 persons in factories, mines, plantations, shops, establishments and other institutions. If the proposed scheme is approved and implemented, it will ensure that every woman in the country has equal access to employment, adequate security and safe environment.

    Even women across the country will continue to have a major share of childcare along with domestic work. All these workplaces will be more responsive to the family needs of working women. The Maternity Leave Incentive Scheme is a new step of the Central Government to provide twenty-six weeks maternity benefits to employed women. 7 weeks of wages will be reimbursed to those who employ female workers with wage ceiling up to Rs 15,000 and provide maternity leave for 26 weeks.

    Maternity Leave Incentive Scheme for Pregnant Women by Central Govt - As we told you above, the Central Government has approved the Maternity Leave Incentive Scheme (Matritva Avkash Protsahan Yojana) for pregnant women.

    • More than 10 employees in any company, factory, shop, mines are covered under maternity leave incentive scheme.
    • Under the Maternity Benefit Act 1961 , children will be regulated to provide employment and certain other benefits at their working places before and after employment.
    • The act was amended through the Maternity Benefit Act 2017. In this amendment, the central government has increased the paid maternity leave to women employees from 12 weeks to 26 weeks.
    • The implementation of the scheme is good in the public sector but there are some reports suggesting that its implementation is not good in the private sector and contract jobs.
    • Private sector establishments are not encouraging women employees as if they are employed, so employers will have to provide maternity benefits to them especially for 26 weeks holiday.
    • The Ministry of Labor and Employment has been receiving complaints from various quarters that when employers come to know that their female employees are going to apply for maternity leave, their contracts are dismissed on some leaning grounds Are given.
    • Therefore, the government is working on a maternity leave incentive scheme (Matritva Avkash Protsahan Yojana) where employers will be reimbursed 7 weeks of wages for women workers who are employed with wage ceiling up to Rs 15,000 and subject to certain conditions 26 Provide maternity leave (paid) for the week.
    Maternity Leave Incentive Scheme:

    An estimated amount of Rs 400 crore is required for the financial implication of the Government of India to implement the proposed incentive scheme.

    This explanation was necessary because some reports are coming before the Ministry of Labor about how extended maternity leave is becoming a deterrent for female employees who are asked to leave or retreat on a tilt basis before going into maternity leave. The Maternity Leave Incentive Scheme will help employers to pay paid leave to women which will encourage employment for women as well as women in private sectors.
